Business Process Review and Audit (BPRA)
In 2006, VEC and the Vermont Department of Public Service agreed to settle a rate case which VEC had filed with the Public Service Board. As a part of that settlement, VEC agreed to hire an independent consultant to perform a thorough review of all of VEC’s business processes. That review, the “BPRA,” was conducted from March through December of 2007, by Stone & Webster Management Consultants, Inc. The BPRA made over 100 recommendations for improvements to VEC’s Board of Directors, organization, planning, financial matters, corporate services, and operations. Attached report pdf.file
BPRA Implementation Plan
In February, 2008, VEC submitted a plan to the Department of Public Service that describes our plans to implement all of the BPRA recommendations, or explains the reasons VEC may disagree with any of the suggested improvements. The Implementation Plan includes details of actions already taken and what VEC plans to do, as well as process owners, timelines, and costs where appropriate. VEC agrees with, and is implementing, the vast majority of the BPRA recommendations. VEC is working with the Department of Public Service to resolve the very few differences of opinion that remain. VEC Strategic Plan
Strategic planning is essential to any business. The BPRA reiterated the need for VEC to do formalized strategic planning. VEC chose to use the same process that was successfully used by VELCO (Vermont’s state-wide electric transmission company, which is owned by Vermont’s electric distribution utilities – including VEC). Employees from all over VEC participated in the planning, and importantly, will continue working on implementing the Strategic Plan and keeping it “fresh.” The formal strategic planning process will be done again in three years.
